George Johns
Project Manager
George Johns is a founding member of St. Paul Construction Company. He is married and has an adult son. George enjoys sailing, boating, biking, swimming, cross-country skiing, and snowmobiling, spending time at his cabin, and visiting with his friends.
Andrew "A.J." Flagg
Project Manager
A.J. started his career in construction at St. Paul Construction Company as a laborer after graduating high school in 2005. He then joined the U.S. Marine Corps, serving on active duty from 2008 to 2013. During his time in the Marines, he deployed with two different Marine Expeditionary Units in support of Operations Iraqi Freedom and Enduring Freedom. After being honorably discharged, he then enrolled at Dunwoody School of Technology, where he earned his Certificate and Bachelors of Applied Science in Construction Management.
During his time at Dunwoody, A.J. secured an internship with McGough Construction Company, which eventually led to a full-time job with the company for the next five years.
After McGough, he worked for G4CM, LLC., a general contractor specializing in Quick Service Retail projects. In December 2024, he returned to St. Paul Construction Company as a project manager.
In his free time, A.J. enjoys watching and attending Minnesota professional sports teams, working on his own remodeling projects, and spending quality time with his family. He has a two-year-old son named JJ, his wife Alex, and their Mini-Golden Doodle, Herbie.
Dawn Harvey
Controller / Office Manager
Dawn Harvey has been with St. Paul Construction Company since 2005, where she assists in the daily administration of the office and communication with the team in the office and out in the field. She has two adult children, a daughter-in-law and two amazing granddaughters, two grand dogs (Stella and Popcorn), a dog of her own (Steven), a cat of her husband’s (Chester), and a husband who is a welder by trade but an overall tinkerer and collector of very important stuff.
Saxon Frank
Operations / Field Manager
Saxon Frank has been with St. Paul Construction since 2003. He is a kind and patient person with a vast amount of knowledge in construction. He has curated several relationships with building owners, subcontractors, and building officials, which have helped the projects flow smoothly. This is not just a job for him, it his passion. He likes to take a project from nothing to everything, and this is evident in how he runs the projects and the build quality. Saxon has two adult children. He enjoys skiing and traveling.
Alex Frank
Operations / Laborer
Alexander (Alex) Frank started as a young helper (debris runner) who wanted to spend more time with his dad (Saxon) during the summer and on weekends. Once Alex graduated high school, he came to work for St. Paul Construction full-time. Alex enjoys the outdoors, skiing, family time, and hanging out with the guys.

St. Paul Construction Company was founded by someone who saw the need and desire to provide our clients with the best experience possible. He compiled his personal experience working in his father’s architectural firm, then moved on to working as a project estimator for a large glass supplier, moved to Minnesota, and worked as a project manager for a large construction company. This knowledge and experience are the driving factors for creating St. Paul Construction Company. A closely held corporation where our clients are not lost in the shuffle but are at the forefront of our operation. The St. Paul Construction team believes in detailed communication, qualifying the scope, asking the right questions, providing education, listening to the needs, verifying the project facts, and controlling the project’s costs.
